A massive Collier County road project will be undergoing changes that officials say will improve the plan. But the costs for the project will go up, too.

Collier's long-planned Vanderbilt Beach Road extension eastward is intended to take traffic pressure off Immokalee Road in North Naples. The project will extend and broaden the major corridor for about seven miles from Collier Boulevard to 16th Street Northeast.

Construction is projected to start at the end of 2021 and officials hope to complete the project in 2024.

The ambitious plan is expected to cost about $121 million and is the most expensive project to be funded by a sales tax increase voters approved last year, with $74 million financed through the tax hike. The rest will be funded with gas taxes and impact fees.

Commissioners on Tuesday unanimously approved revising a stretch of the planned Vanderbilt Beach Road extension between Massey and Douglas streets. They also gave county officials the green light to spend $916,000 to purchase two properties from homeowners to adjust the alignment

"It speaks volumes of neighborhood involvement, but, you know, a staff that looked at it and went and looked at it again," said Commissioner Penny Taylor after a swift vote near the end of a long meeting. "Just hats off to everyone on this one."

County officials late last year were approached by residents from the Greyhawk community who asked to have the existing Vanderbilt Beach Road retained as a frontage road. That would give Greyhawk residents and others another way to reach Massey Street and head north from there.

"The key phrase is additional connectivity," said Andrew Miller, a senior project manager with the county.

Doing so meant the county would have to modify the design, ditching a proposed curve in the road that had been designed through undeveloped land to prevent buying land from two homeowners at the north end of 31st Street Northwest.

Instead, the new Vanderbilt Beach Road design would be flattened, making it safer, and an additional 1,500 feet of Cypress Canal to the south of the road would be relocated

But with the new design came worries from other nearby residents.

Old Vanderbilt Beach Road would now curve around a retention pond for the roads and connect to Massey Street, directly in front of existing homes at the Vanderbilt Country Club. Residents there worried about lights shining into their homes and noise from the increased traffic at the Massey Street intersection. They asked county officials for a noise wall or a similar barrier to protect their homes, Miller said.

County officials agreed to provide funding to the community for a buffer and asked the community to sell a strip of land along the eastern boundary of the neighborhood to Collier for planned improvements to Massey Street.

The county will pay the community $465,000, the bulk of which will be for the land needed along Massey Street, Miller said. Commissioners also approved that payment on Tuesday.

All told, the changes approved Tuesday will add roughly $2.75 million to the project's overall cost, Miller said. 

"In the end, we get a better project...," Miller said. "I think it's a win-win for everybody."


The Vanderbilt Beach Road Extension (Collier Boulevard to 16th Street NE) is an approximately 7 mile extension of the existing roadway. This project is in the 5-year Work Program and was in design development until the onset of the economic recession of 2008. The project had reached the 60% design completion phase and was put on hold as a result of the economic downturn. The design team is working towards a 60% design stage at the moment.

Description of Proposed Improvements:

  • Four-lane divided urban roadway to Wilson Blvd.
  • Two lanes from Wilson Blvd to 16th Str. NE
  • Minor improvements to existing intersecting streets including Weber Boulevard, Massey Street and Douglas Street.
  • New roadway intersections at Wilson Boulevard, 8th Street N.E. and 16th Street N.E.
  • A new traffic signal at the Vanderbilt Beach Road/Wilson Boulevard intersection.
  • Canal relocation to south of the roadway from 29th Street N.W. to 15th Street N.W.
